Yes - hand sanitiser has a shelf life (usually shown on the bottle), and over time the alcohol can evaporate and become less effective, especially once it has been opened. For good protection, use one with at least 60% alcohol and replace it if it is past its date or has been open a long time.
Used normally on the hands, sanitiser is safe, though frequent use can dry the skin, so a moisturiser can help. It is for external use only - keep it away from the eyes and out of reach of children, as it should not be swallowed - and washing with soap and water is still the gold standard when your hands are visibly dirty.
Alcohol hand gels are good against many germs but are less effective against norovirus (the winter vomiting bug) and a few others. For norovirus, the best protection is washing your hands thoroughly with soap and warm water rather than relying on sanitiser alone.
